Are contingency fees legal in Germany?

Only in specific cases. Under section 4a of the Lawyers' Remuneration Act (RVG), a success fee is allowed for money claims up to 2,000 euros, for out-of-court debt collection, or when the client would otherwise not pursue the claim for financial reasons. Otherwise lawyers charge the statutory fee scale or an agreed fee.
